Navigating the April 2026 Windstorm Mitigation Inspection Changes in Florida
If you own a home in Florida, you likely already know that a Windstorm Mitigation Verification Inspection is your best tool for lowering your homeowners insurance premiums. But if you are planning to buy a home, replace a roof, or renew an aging policy this year, there is a major update you need to be aware of. Effective April 1, 2026, the Florida Office of Insurance Regulation (OIR) and insurance underwriters implemented a newly revised inspection form: the OIR-B1-1802 (Rev. 04/26).

The new 2026 update is the first major revision to the wind mitigation form in over a decade. Its primary goal is to standardize inspections and require "black-and-white" proof of your home's wind-resistant features. Here are the most significant updates your inspector and insurance underwriter will now be looking for:
Tighter Documentation Requirements: General visual observations are no longer enough to earn a credit. Inspectors are now required to provide specific permit dates, product approval numbers, installation years, and high-resolution photos for every mitigation feature.
New Wind Zone & Roof Slope Rules: The form introduces new classifications based on ASCE 7-22 wind speed zones. Additionally, if your home has multiple roof slopes, the inspector must now calculate and prove whether two-thirds of the main roof area meets specific pitch requirements to qualify for certain credits.
Stricter Roof-to-Wall Connections: The hardware holding your roof to your walls (clips, single wraps, double wraps) now faces stricter definitions. However, the good news is that the new form finally adds performance-based options to properly document engineered, retrofitted connections.
Updated Secondary Water Resistance (SWR): The layer under your shingles that keeps water out during a blowout is being evaluated closer than ever. The new form now specifically recognizes double-layered felt/synthetic underlayment and spray foam applied to the roof deck's underside.
All-or-Nothing Opening Protection: Evaluating impact-rated windows and hurricane shutters is more complex. The system uses the weakest protection on the home to determine the overall rating, and any damaged openings must be clearly documented.
How This Impacts Florida Homeowners
If you already have a valid wind mitigation report completed before April 1, 2026, don't panic. Older reports generally remain valid for their standard five-year window, provided you haven't made major structural changes to your home. However, if your report is aging out, or if you recently installed a new roof, doors, or impact windows, you will need a fresh inspection using the new 2026 form to claim your discounts.
Because the new form requires significantly more research, complex calculations, and heavy documentation, you can expect the inspection process to take a bit more time on site. Additionally, insurance underwriters are experiencing a transitional period; some carriers may not fully process or apply the newly structured credits
